COUNCIL BILL 2013-217. (Stephens)A special ordinance calling an election on April 8, 2014, in the City of Springfield, Missouri, to submit to the qualified voters a question as to whether or not to repeal or continue a three-quarter cent sales tax (3/4-cent) on retail sales within the City of Springfield, Missouri, for the purpose of providing revenue for the Springfield Police Officers’ and Firefighters’ Pension System, providing for a sunset on the tax at the earlier of either the end of five years from the date of commencement of the renewed tax or the Pension Fund reaching a fully-funded status, and declaring an emergency.

COUNCIL BILL 2013-218. (Seifried)A special ordinance authorizing the City Manager, or his designee, to enter into an amended lease agreement for a City-owned parking lot and green space, located at the northwest corner of Jefferson Avenue and Commercial Street, with the Commercial Club of Springfield, Missouri, and to provide for the orderly use, insurance, and maintenance of the parking lot and green space.

COUNCIL BILL 2013-235. (Burlison)A special ordinance amending the budget for the Department of Environmental Services for Fiscal Year 2013-2014, in the amount of $390,000, to appropriate retained earnings of the Solid Waste Fund for the detailed geologic and hydrologic investigation of a possible 42-acre expansion at the Springfield Sanitary Landfill.
  36. COUNCIL BILL 2013-236. (Hosmer)A general ordinance amending the Springfield City Code, Chapter 98, Streets, Sidewalks and Public Places, Article VII Encroachments on City Property, replacing the Director of Building Development Services with the Director of Public Works as having authority to regulate and enforce the provisions of the Article.
  37. COUNCIL BILL 2013-237. (Seifried)A special ordinance authorizing the City Manager, or his designee, to enter into an amended Contract of Obligation with the Missouri Department of Natural Resources, whereby the City agrees to financially secure the future closure and post-closure care of all currently active and previously completed portions of the City’s Sanitary Landfill.
  38. COUNCIL BILL 2013-238. (Rushefsky)A special ordinance authorizing the City Manager, or his designee, to enter into a Supplemental Agreement for Highway/Rail Crossing Improvements with the Missouri Highways and Transportation Commission (MHTC) and BNSF Railway Company (BNSF) for the purpose of coordinating participation by the City in the cost of the BNSF New Concrete Crossing Surface and Signal project at East Cherry Street, between South Union Avenue and U.S. Highway 65, designated as United States Department of Transportation (U.S. DOT) No. 664106E.
  39. COUNCIL BILL 2013-239. (Stephens)A special ordinance amending the General Fund budget for the City of Springfield, Missouri, for Fiscal Year 2012-2013, increasing revenue and expenses by $8,476, and reallocating unexpended appropriations between departments, and amending Police Special Revenue Funds in the amount of $28,291.

  42. COUNCIL BILL 2013-241. (Compton)A resolution authorizing Mayor Bob Stephens, on behalf of the City of Springfield, to attend the joint visit by the Springfield Area Chamber of Commerce, Southeast Rotary, and Sister Cities to our sister city, Tlaquepaque, Jalisco, Mexico.

COUNCIL BILL 2013-242. (Carroll)A special ordinance authorizing the City Manager, or his designee, to accept Dislocated Worker Training (DWT) National Emergency Grant (NEG) funds from the State of Missouri for receipt and use by the Department of Workforce Development; to enter into necessary agreements to carry out the grant; and amend the budget of the Department of Workforce Development for the Fiscal Year 2013-2014, in the amount of $162,639.

COUNCIL BILL 2013-243. (Fisk)A special ordinance authorizing the City Manager, or his designee, to accept a National Emergency Grant for On-the-Job Training from the State of Missouri for receipt and use by the Department of Workforce Development; to enter into necessary agreements to carry out the grant; and amend the budget of the Department of Workforce Development for Fiscal Year 2013-2014, in the amount of $40,000.

COUNCIL BILL 2013-244. (Fishel)A special ordinance authorizing the City Manager, or his designee, to accept a Show Me Heroes On-the-Job Training Grant from the State of Missouri, for the receipt and use by the Department of Workforce Development; to enter into necessary agreements to carry out the grant; and amend the budget of the Department of Workforce Development for Fiscal Year 2013-2014, in the amount of $40,000.

COUNCIL BILL 2013-211. (Burlison)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Section 4-4400, IC, Industrial Commercial District, in the Springfield Zoning Ordinance to permit the medical office use group. COUNCIL BILL 2013-212. (Rushefsky)A special ordinance authorizing the issuance of two Conditional Use Permits, Numbers 404 and 405, to reduce the front yard setback along Kimbrough Avenue from twenty-five (25) feet to ten (10) feet at 533 East Monroe Street and 711 South Kimbrough Avenue within an R-HD, High Density Multi-Family Residential General Retail District. COUNCIL BILL 2013-214. (Compton)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, to add a new Section, 4-2900, for the purpose of establishing a new zoning district, the WC, West College Street District. COUNCIL BILL 2013-216. (Compton)A special ordinance adopting a Redevelopment Plan and Blight Study for the College Street Corridor Redevelopment Area for an area generally bounded by Missouri and Northern Arkansas Railroad to the north, West Walnut Street to the south, Grant Avenue to the east, and Kansas Expressway to the west.   55. COUNCIL BILL 2013-221. (Fisk)A special ordinance authorizing the City Manager, or his designee, to enter into a Memorandum of Understanding with Greene County, 911 Advisory Board, and Mercy Hospital Springfield for the purpose of providing a “hot backup” location for 911 services in the event of emergency conditions at the Springfield-Greene County 911 Emergency Communications Department (911 ECD).
  56. COUNCIL BILL 2013-222. (Fishel)A special ordinance authorizing the City Manager, or his designee, to enter into a Services Agreement with Greene County, Missouri, to continue to monitor and maintain the County Storm Warning Sirens.
  57. COUNCIL BILL 2013-223. (Seifried)A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements to the City as shown on the Preliminary Plat Renewal of Robert Industrial Park, generally located on the west side of the 900 block of South West Bypass, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission and Staff recommend that City Council accept the public streets and easements.)
