COUNCIL BILL 2013-274. (Burlison)A special ordinance approving a redevelopment plan submitted by Brewery District Lofts Redevelopment Corporation (Corporation) for the redevelopment of an area generally located along the north side of West Walnut Street between South Market Avenue and South Main; declaring the area to be a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals, and welfare; authorizing certain tax abatement within the plan area; and authorizing the City Manager to execute an agreement with the Corporation relating to the implementation of the redevelopment plan.
  13. COUNCIL BILL 2013-275. (Rushefsky)A special ordinance adopting “The Q” Student Housing Redevelopment Plan, generally located at the southwest corner of the intersection of East Bear Boulevard and South Holland Avenue, which is within an area previously blighted. (The Land Clearance for Redevelopment Authority, the Planning and Zoning Commission and Staff recommend approval.)

  16. COUNCIL BILL 2013-276. (Rushefsky)A resolution granting a variance to Springfield City Code, Chapter 78, Article IX, Parades and Races, Section 78-387 to allow Missouri State University Reserves Officers Training Corps (ROTC) to apply for a permit for a race on November 9, 2013.
  17. COUNCIL BILL 2013-277. (Stephens)A resolution accepting the report and recommendations of the Hotel-Motel Tax Reallocation Committee and directing the City Manager, or his designee, to negotiate contracts with the Discovery Center of Springfield, History Museum on the Square, Springfield Little Theater and Springfield Art Museum. (Planning Staff recommends approval.)

COUNCIL BILL 2013-261. (Fishel)A special ordinance authorizing the City Manager, or his designee, to enter into a Cooperative Partnership Agreement to Advance High-Priority Infrastructure Improvements with Lester E. Cox Medical Centers (CoxHealth) for the purpose of funding a portion of the intersection improvements at Primrose Street and Kings Avenue; and amending the budget of the Public Works Department for Fiscal Year 2013-2014 in the amount of $70,353.28 to appropriate the funds contributed to the project by CoxHealth under this Agreement.
  24. COUNCIL BILL 2013-262. (Carroll)A special ordinance authorizing the City Manager, or his designee, to enter into a Memorandum of Understanding with the United States Internal Revenue Service, Criminal Investigations (IRS-CI) allowing the Springfield Police Department (SPD) to participate on a Financial Crimes Task Force and amend the budget of the SPD, for the Fiscal Year 2013-2014, in the amount of $21,832.00.

  32. COUNCIL BILL 2013-278. (Fishel)A special ordinance authorizing the City Manager, or his designee, to enter into a lease purchase transaction, the proceeds of which will be used to pay the costs of acquiring equipment for the Information Systems Department and the Springfield-Greene County Park Board, amending the budget of the City of Springfield, for the Fiscal Year 2013-2014, in the amount of $625,000, and to do all things necessary to carry out the lease purchase transaction, including the execution of certain documents in connection therewith.
  33. COUNCIL BILL 2013-279. (Compton)A special ordinance authorizing the City Manager, or his designee, to enter into an agreement with Greene County, Missouri Highways and Transportation Commission (MHTC), City Utilities (CU), and Burlington Northern Sante Fe Railway (BNSF) to allow CU to receive funding for the improvement of the intersection at South Farm Road 107 and State Highway M, and to execute other necessary documents for the completion of said improvement.
  34. COUNCIL BILL 2013-280. (Stephens)A general ordinance amending Chapter 2, Section 2‑92 of the Springfield City Code, known as the Salary Ordinance, relating to salary rates and pay grades for various job titles within the City for the Springfield Police Department (SPD), as contained in the Professional, Administrative and Technical (PAT) salary schedules, by adding the one new job title of Fleet and Equipment Supervisor, and deleting the one job title of Latent Print Examiner.
  35. COUNCIL BILL 2013-281. (Fisk)A special ordinance authorizing the City Manager, or his designee, to apply for, accept, and appropriate a public education grant through FM Global to purchase fire safety activity books; and amend the budget provided for the Fire Department for the Fiscal Year 2013-2014 in the amount of $2,060.
  36. COUNCIL BILL 2013-282. (Carroll)A special ordinance authorizing the City Manager, or his designee, to execute a Memorandum of Understanding with Missouri Department of Health and Senior Services (DHSS) to allow the Springfield-Greene County Health Department to issue birth and death certificates (vital records).

COUNCIL BILL 2013-283. (Rushefsky)A special ordinance to establish and define the boundaries and adopt the plat, plans, specifications, and sealed estimate of construction costs, and authorize acquisition of necessary right(s)-of-way, including condemnation thereof, for Sanitary Sewer District No.111L of Section No.2 of the main sanitary sewers of the City, located in the general vicinity of Elm Street and Anoka Place; further providing that all labor shall be paid the prevailing wages; and directing the City Manager, or his designee, to advertise for bids for the construction of said sanitary sewers.
  40. COUNCIL BILL 2013-284. (Seifried)A resolution approving the appointment of Tom Billionis to fill an unexpired term and the reappointments of George Templeton, Mary Lilly Smith, Paula Adams, Allen Kunkel, and Dan Scott to the Board of Directors of the Downtown Springfield Community Improvement District (CID). (Staff and the CID Board of Directors recommend approval.)
