A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 1.63 acres of property, generally located at 1983 East Seminole Street, from Planned Development District No. 11 Amended, to O-1, Office District; establishing Conditional Overlay District No. 98, upon completion of certain conditions; and adopting an updated Official Zoning Map. Council Bill 2015-277. (Fisk)

A general ordinance amending the Springfield City Code, Chapter 98, Streets, Sidewalks and Public Places, Article I, In General, by amending Section 98-12, Private construction of streets and other public improvements, subsection (a) Paving of streets, (5), to allow escrow and letters of credit to be posted to assure the completion of street paving by private parties; and by adding Section 98-14, Assurance for completion of improvements, to allow securities, including bonds, escrow, or letters of credit, to be posted to assure completion of public improvements required because of the impact of proposed land use.

A general ordinance amending the Springfield City Code, Chapter 36, Land Development Code, Article III, Zoning Regulations, Section 36-306, Official Zoning Map and Rules of Interpretation, by rezoning approximately 4.93 acres of property generally located at 624 and 634 East Walnut Lawn Street, from R-TH, Residential Townhouse District, to R-LD, Low-Density Multi-Family Residential District; establishing Conditional Overlay District No. 100; and adopting an updated Official Zoning Map.  (Staff and Planning and Zoning Commission recommend approval. A general ordinance amending Section 1‑9 of the Springfield City Code, City Limits, by annexing approximately .83 acres of Greene County right-of-way into the City of Springfield generally located in the 1800-1900 blocks of South Zimmer Avenue, generally referenced as Annexation A-7-15; and amending the Springfield City Code, Chapter 46, Section 46-1, Boundaries of wards, precincts and council zones, by adding this property to the ward and precinct assigned them by the County Clerk.

Council Bill 2015-283. (Schilling)

A general ordinance amending Section 1‑9 of the Springfield City Code, City Limits, by annexing approximately .5 acres of land to be used as right-of-way and 4.7 acres of land previously dedicated to the Missouri Department of Transportation (MoDot) and Greene County, Missouri as right-of-way located in the 3800-3900 block of West Sunshine Street into the City of Springfield, generally referred to as Annexation A-6-15; and amending Section 46-1 of the Springfield City Code, Boundaries of wards, precincts and council zones, by adding this property to the ward and precinct assigned by the County Clerk.

A special ordinance adopting the Redevelopment Plan and Blight Report for the Lantz 1124, LLC  Redevelopment Area (“Area”) generally located at 1124 and 1130 East Elm Street, and declaring the Area to be a blighted area, and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals, and welfare. (The Planning and Zoning Commission and the Land Clearance for Redevelopment Authority recommend approval. Staff recommends denial.)

A special ordinance authorizing the City Manager, or his designee, to apply for and accept a State Revolving Fund (SRF) loan up to $17,000,000 from the Missouri Department of Natural Resources (MDNR), for the purpose of funding wastewater infrastructure projects required by the Amended Consent Judgment (ACJ) and the approved Overflow Control Plan (OCP). A special ordinance authorizing the City Manager, or his designee, to accept a grant renewal from the Missouri Department of Health and Senior Services (DHSS), federally funded by a Preventive Health and Health Services Block Grant (PHHS), to support activities of the Healthy Eating and Active Living (HEAL) in Local Communities Program; and amending the budget of the Springfield-Greene County Health Department (SGCHD) for Fiscal Year 2015-2016 in the amount of $46,299.00 to appropriate the grant funds.

Council Bill 2015-289. (Hosmer)

A special ordinance authorizing the City Manager, or his designee, to accept Dislocated Worker 25% funds to supplement previously awarded Job Driven Training National Emergency Grant (JD NEG) funds from the State of Missouri; to enter into necessary contracts to carry out the grant; and amending the budget of the Department of Workforce Development for Fiscal Year 2015-2016, in the amount of $40,390.92, to appropriate the grant funds.

A special ordinance authorizing the City Manager, or his designee, to make an application to the United States Department of Housing and Urban Development for the Continuum of Care (CoC) Planning Project Grant in the amount of $28,414 for the purpose of funding community-wide programs for the homeless; to enter into an agreement with the Department of Housing and Urban Development; to accept said grant; to enter into subcontracts to carry out the grant objectives; to adjust the Budget for Fiscal Year 2015-2016; to exercise any and all powers necessary to implement the grant; and declaring an emergency. A special ordinance to establish and define the boundaries and adopt the plat, plans, specifications, and sealed estimate of construction costs, and authorize acquisition of necessary right(s)-of-way, by purchase or condemnation thereof, for Sanitary Sewer District No. 241 of Section No. 6 of the main sewers of the City, located in the general vicinity of Robberson Avenue and Talmage Street; further providing that all labor shall be paid the prevailing wages; and directing the City Manager, or his designee, to advertise for bids for the construction of said sewers.

Council Bill 2015-278. (Schilling)

A special ordinance authorizing the City Manager, or his designee, to enter into an Agreement for Encroachment License with Clan MacQuarrie, LLC, for the purpose of allowing an encroachment onto City rights-of-way for the placement of a landing, ramp, handrail, and stair on property located at 211 East Water Street, to allow ingress and egress, and to provide Americans with Disabilities Act (ADA) access into the building located there, under the same terms and conditions as encroachments are permitted on City rights-of-way under Chapter 98, Article VII of the Springfield City Code.
