6.1. Amended Council Bill 2024-062 (Horton)
A general ordinance amending Chapter 36 of the Springfield City Code, known as the
‘Land Development Code,’ Article III, ‘Zoning Regulations,’ Division 5, ‘Supplemental
District Regulations,” Section 36-459, ‘Special regulations for retail liquor sales,’ for the
purpose of requiring additional notices and protest eligibility.
6.2. Council Bill 2024-075 (Horton)
A special ordinance to establish and define the boundaries and adopt the plat, plans,
specifications, and sealed estimate of construction costs for Sanitary Sewer District No. 111 of Section No. 5 of the main sanitary sewers of the City of Springfield, Missouri,
located in the general vicinity of Talmage and Broadway Street; authorizing the City
Manager or designee to advertise for bids for the construction of said sewers; providing
for how the cost thereof shall be paid; declaring the necessity of acquiring for public use
certain interests in land; authorizing the City Manager or designee to conduct good faith
negotiations for the purpose of acquiring said necessary interests in land; and
authorizing the City Attorney or designee to institute condemnation proceedings if said
necessary interests in land cannot be acquired by purchase through good faith
negotiations.
6.3. Council Bill 2024-076 (Hosmer)
A general ordinance amending the Springfield City Code, Chapter 2, ‘Administration,’
Article VI, ‘Finances,’ Division 2, ‘Purchasing,’ Section 2-401, ‘Purchasing Manual
adopted,’ by revising Section 13-3.104(5)(C) for the purpose of allowing a “Construction
Manager at Risk” to advertise and receive bids.
6.4. Council Bill 2024-078 (Hardinger, Hosmer, Carroll, Lee)
A special ordinance amending the Fiscal Year 2023-2024 budget of the Springfield-
Greene County Health Department in the amount of $90,800 to re-establish a jail
diversion program in partnership with the Springfield Municipal Court.

7.1. Council Bill 2024-079 (Hardinger)
A resolution adopting the 2024 Capital Improvements Program for the purpose of
providing a schedule of public improvements for 2024 through 2029.
7.2. Council Bill 2024-080 (Hosmer)
A resolution amending the Urban Service Area boundary lines to align with the
boundaries established as part of the Growth Boundary Agreements with other
municipalities and to include an area east of the current boundary lines to serve a
portion of the Upper James River Basin.

10.1. Council Bill 2024-073 (Simpson) This item was postponed from the April 22, 2024, City
Council Meeting until the May 6, 2024, City Council Meeting.
A special ordinance authorizing the City Manager, or designee, to accept a Natural
Resource Damage Assessment and Restoration Grant from the Missouri Department of
Natural Resources to fund the Renew Jordan Creek – Main Avenue to Boonville
Avenue project; authorizing the City Manager to execute an agreement with the
Missouri Department of Natural Resources; as a condition of amending the budget of
the Department of Public Works for Fiscal Year 2023-2024 in the amount of $400,000;

and declaring this Ordinance may be passed in one reading pursuant to Sec. 2.16(25)
of the City Charter.
10.2. Council Bill 2024-081 (Hosmer)
A special ordinance authorizing the City Manager, or designee, to accept an extension
to the Epidemiology and Laboratory Capacity Community Health Worker Initiative grant
from the Federal Department of Health and Human Services and Centers for Disease
Control and Prevention, through the Missouri Department of Health and Senior
Services, in the amount of $474,210 for use by the Springfield-Greene County Health
Department, and to enter into necessary agreements to carry out the Grant; amending
the Fiscal Year 2023-2024 budget in the amount of $474,210 for the purpose of
appropriating the additional grant funds, and declaring that this Ordinance qualifies for
approval in one reading pursuant to Section 2.16(25) of the City Charter.
10.3. Council Bill 2024-082 (Lee)
A special ordinance authorizing the City Manager, or designee, to accept $108,406 in
additional local public health core services funding from the Missouri Department of
Health and Senior Services through its State Investment in Local Public Health
Services Participation Agreement with the Springfield-Greene County Health
Department; amending the Fiscal Year 2023-2024 budget in the amount of $108,406
for the purpose of appropriating the additional funds; and declaring that this Ordinance
qualifies for approval in one reading pursuant to Section 2.16(25) of the City Charter.
10.4. Council Bill 2024-083 (McGull)
A special ordinance authorizing the City Manager, or designee, to enter into an
agreement with the Missouri Department of Natural Resources for the purpose of
accepting American Rescue Plan Act grant funds to support construction of the Catalpa
Street and Lone Pine Avenue Stormwater Improvement Project in the amount of
$734,000; amending the Fiscal Year 2023-2024 budget; and declaring that this
Ordinance qualifies for approval in one reading pursuant to Section 2.16(25) of the City
Charter.
10.5. Council Bill 2024-084 (McGull)
A special ordinance authorizing the City Manager, or designee, to enter into an
agreement with the Missouri Department of Natural Resources for the purpose of
accepting American Rescue Plan Act grant funds to support construction of the
Stormwater Improvements for Loren Street and Karla Avenue Project in the amount of
$838,000; amending the Fiscal Year 2023-2024 budget; and declaring this Ordinance
qualifies for approval in one reading pursuant to Section 2.16(25) of the City Charter.
10.6. Council Bill 2024-085 (McGull)
A special ordinance authorizing the City Manager, or designee, to enter into an
agreement with the Missouri Department of Natural Resources for the purpose of
accepting American Rescue Plan Act grant funds to support construction of the
Glenwood Regional Detention project in the amount of $2,024,755; amending the Fiscal
Year 2023-2024 budget; and declaring that this Ordinance qualifies for approval in one
reading pursuant to Section 2.16(25) of the City Charter.
10.7. Council Bill 2024-086 (Horton)
A special ordinance authorizing the City Manager, or designee, to enter into an
agreement with the Missouri Department of Natural Resources for the purpose of
accepting American Rescue Plan Act grant funds to support construction of the Renew
Jordan Creek-Main to Boonville Project and the Jordan Creek Box Culvert-Phelps and
Boonville Project in the amount of $5,000,000; amending the Fiscal Year 2023-2024
budget; and declaring that this Ordinance qualifies for approval in one reading pursuant
to Section 2.16(25) of the City Charter.

12.1. Council Bill 2024-087 (McGull)
A special ordinance approving The Sisters Mill Redevelopment Plan submitted by The
Sisters Mill Redevelopment Corporation for the redevelopment of an area generally
located at 610 North Prospect Avenue; declaring the area in The Sisters Mill
Redevelopment Plan to be a blighted area and its redevelopment necessary for the
preservation of public peace, prosperity, health, safety, morals, and welfare; authorizing
certain tax abatement within the area of The Sisters Mill Redevelopment Plan; and
authorizing the City Manager, or designee, to execute an agreement with The Sisters
Mill Redevelopment Corporation relating to the implementation of The Sisters Mill
Redevelopment Plan.
12.2. Council Bill 2024-088 (McGull)
A general ordinance amending the Springfield Land Development Code, Section 36-
306, ‘Official zoning map and rules for interpretation,’ by rezoning approximately 0.76
acres of property generally located at 2333, 2335, and 2337 East Bennett Street from
HM, Heavy Manufacturing District to IC, Industrial Commercial District; and adopting an

A special ordinance authorizing the City Manager, or designee, to grant a perpetual
conservation easement to the Missouri Department of Natural Resources (“MDNR”) to
protect a portion of City-owned property for the Renew Jordan Creek – Main Avenue to
Boonville Avenue project.
13.2. Council Bill 2024-089 (Hardinger)
A special ordinance authorizing the City Manager, or designee, to enter into a project
design consultant agreement with Missouri Highways and Transportation Commission
and TransCore ITS, LLC, for the purpose of developing Advanced Transportation Management System software for use at the Springfield Traffic Management Center, for
the not to exceed price of $79,803.39.
13.3. Council Bill 2024-090 (Carroll)
A special ordinance amending the Fiscal Year 2023-2024 budget for the Department of
Environmental Services in the amount of Four Million Dollars ($4,000,000) to
appropriate retained earnings from the Solid Waste Fund for the engineering design,
construction, and oversight of the City of Springfield Noble Hill Sanitary Landfill Office
Building.
13.4. Council Bill 2024-091 (Lee)
A special ordinance authorizing the City Manager, or designee, to apply to the United
States Department of Housing and Urban Development for Federal Fiscal Year 2024
Community Development Block Grant and HOME Investment Partnerships Program
funds under the Consolidated Plan; accept Community Development Block Grant and
HOME Investment Partnerships Program funds if awarded; enter into any necessary
agreements to carry out the grants; select projects for funding for the City of
Springfield’s Fiscal Year 2024-2025; and adopt the Community Development Block
Grant Discretionary Project Evaluation Criteria, Procedures, and Score Sheet.
13.5. Council Bill 2024-092 (Hardinger)
A general ordinance amending the Springfield City Code, Section 2-92, known as the
‘Salary Ordinance,’ to establish hiring incentives for police officers and a student loan
reimbursement program for newly hired police officers.

18.1. Council Bill 2024-093 (Jenson)

A special ordinance authorizing the Director of Planning and Development to accept the
dedication of public streets and easements to the City of Springfield, Missouri, as
shown on the Preliminary Plat of Shirley’s Subdivision, generally located at 425 East
Trafficway and 320 North Jefferson Avenue, upon the applicant filing and recording a
final plat that substantially conforms to the preliminary plat; and authorizing the City
Clerk to sign the final plat upon compliance with all terms of this Ordinance.
