  8. COUNCIL BILL 2014-114.     (Fishel)A special ordinance setting a preliminary levy tax on real and personal property for current expenses and debt retirement of the City of Springfield, Missouri, and its boards and agencies, for the Fiscal Year 2014-2015, and declaring an emergency. 
  9. COUNCIL BILL 2014-113.     (Stephens)A special ordinance adopting a budget for the City of Springfield, Missouri, for the Fiscal Year July 1, 2014, through June 30, 2015, providing that certain amounts shown in the budget document are appropriated for the various departments specified in said budget, and declaring an emergency.

COUNCIL BILL 2014-115.     (Compton)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Subsection 1-1331, Agricultural Uses, to allow beekeeping as an accessory use in any district under certain conditions.  (Both Planning and Zoning Commission and staff recommend approval.) 
  11. COUNCIL BILL 2014-116.     (Burlison)A general ordinance amending the Springfield City Code, Chapter 18, Animals, Article I, In General, and Chapter 74, Nuisance and Housing Code, Article VII, Nuisances, providing for standards for the keeping of bee colonies and hives, and providing for them to be declared a nuisance under certain circumstances.

  13. COUNCIL BILL 2014-133.     (Stephens)
    A resolution establishing the Environmental Priorities Task Force and adopting its scope of duties for the purpose of gaining a citizen-based approach to environmental planning and priorities of our community; appointing the members of the Environmental Priorities Task Force; and authorizing the City Manager, or his designee, to take any and all actions necessary to carry out the intent and purpose of the Environmental Priorities Task Force.

  20. COUNCIL BILL 2014-122.     (Hosmer) 
     A special ordinance approving the plans and specifications for the Clean Water Operations Facility; accepting the bid of Branco Enterprises, Inc. for that project; and amending the budget of the Department of Environmental Services, for the Fiscal Year 2013-2014, in the amount of $1,396,583 from the reserves of the Clean Water Fund for partial funding of the project.
  21. COUNCIL BILL 2014-123.     (Fisk) 
     A special ordinance authorizing the City Manager, or his designee, to enter into an agreement with the Springfield Convention and Visitors Bureau, Inc. (SCVB), that includes the SCVB’s Fiscal Year 2014-2015 budget and marketing plan to promote tourism and conventions in the City.
  22. COUNCIL BILL 2014-124.     (Carroll) 
     A special ordinance authorizing the City Manager, or his designee, to enter into an agreement with the Greater Springfield Area Sports Commission, Inc. (Sports Commission), whereby the City will provide the Sports Commission with a share of the City’s collection fees from the hotel/motel gross receipts tax to fund the Sports Commission’s efforts to bring regional and national sporting events to the City.
  23. COUNCIL BILL 2014-125.     (Stephens)A general ordinance amending Chapter 2, Section 2-92 of the Springfield City Code, known as the Salary Ordinance relating to salary grades for various job titles within the City service as contained in the Professional, Administrative and Technical (PAT) pay schedule, by making provision for five new job titles and deleting three existing job titles; by providing pay adjustments for employees on the CTL, DHS, PAT and FPS pay schedules; by making pay adjustments for employees in salary grades 11-16 LES pay schedule as contained herein; and declaring an emergency.

  37. COUNCIL BILL 2014-126.     (Seifried)A special ordinance authorizing the City Manager, or his designee, to enter into contracts for the purchase of real estate at 1049 W. Poplar Street as part of the long-term plan approved by the Planning and Zoning Commission for the Municipal Service Center.
  38. COUNCIL BILL 2014-127.     (Compton)A special ordinance authorizing the City Manager, or his designee, to accept a donation of $12,485.28 from Crowdit for use by the City to construct the Red’s Giant Hamburg sign in the Birthplace of Route 66 Roadside Park; and amending the budget of the Department of Planning and Development, for the Fiscal Year 2013-2014, in the amount of $12,485.28 to appropriate that donation.

  40. COUNCIL BILL 2014-128.     (Rushefsky) A special ordinance to establish and define the boundaries and adopt the plat, plans, specifications, and sealed estimate of construction costs, and authorize acquisition of necessary right(s)-of-way, by purchase or condemnation thereof, for Sanitary Sewer District No. 31 of Section No. 13 of the main sewers of the City, located in the general vicinity of Thoman Street and Link Avenue; further providing that all labor shall be paid prevailing wage; and directing the City Manager, or his designee, to advertise for bids for the construction of said sewers.
  41. COUNCIL BILL 2014-129.     (Stephens) 
     A resolution adopting the Springfield-Greene County Recovery Plan as prepared by the Springfield-Greene County Office of Emergency Management.
  42. COUNCIL BILL 2014-130.     (Stephens)A resolution initiating an amendment to the Land Development Code, Article I, Zoning, to modify and add sections dealing with utility poles and other similar structures to be used to support cellular and wireless facilities.  (Staff recommends approval.)
  43. COUNCIL BILL 2014-131.     (Seifried)A resolution approving the reappointments of Jeff Rens, Erin Frerking, Bob Pilkington, and Lyle Foster to the Board of Directors of the Commercial Street Community Improvement District (CID).  (Staff recommends approval.)
  44. COUNCIL BILL 2014-132.     (Compton)A resolution approving the nomination of Martin Gugel, Mary Lilly Smith, and Bill Weaver, by the Mayor of the City of Springfield, to the Board of Directors of the College Station Community Improvement District (CID).  (Staff recommends approval.)

COUNCIL BILL 2014-112.     (Rushefsky)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 0.16 acres of property, generally located at 1850 East Cairo Street, from an R-TH, Residential Townhouse District, to an HC, Highway Commercial District, and establishing Conditional Overlay District No. 71.  (Planning and Zoning Commission and staff recommend approval.)  (By: Great Southern Bank; 1850 East Cairo Street; Z-08-2014 & Conditional Overlay District No. 71.)
  47. COUNCIL BILL 2014-117.     (Carroll)A special ordinance authorizing the City Manager, or his designee, to enter into Addendum No. 4 to Contract No. 2011-0946, with Black and Veatch Corporation, to provide extended services for implementation of the Early Action Plan (EAP) and continued development of the City’s long-term sanitary sewer Overflow Control Program (OCP),` and to amend the budget of the Department of Environmental Services for the Fiscal Year 2013-2014, in the amount of $2,085,000, by appropriating reserves of the Clean Water fund for certain sanitary sewer EAP capital improvement project expenditures and development of the OCP.   
  48. COUNCIL BILL 2014-118.     (Hosmer)A special ordinance authorizing the City Manager, or his designee, to enter into an addendum to the guaranteed energy cost savings contract (ESCO) with Johnson Controls, Inc., partnering with Burns & McDonnell Engineering Company, Inc., to include the Performance Contract, Phase 1 Scope of Work, identifying specific facility improvements and energy-saving efficiency measures at the South West Clean Water Plant (SWCWP); and amending the budget of the Department of Environmental Services for the Fiscal Year 2013-2014, in the amount of $1,270,079, to appropriate fund balance reserves of the Clean Water Fund.
