A special ordinance authorizing the City Manager, or his designee, to enter into an agreement with the Greater Springfield Area Sports Commission, Inc., for the purpose of promoting the attraction of sporting events to the community.

Council Bill 2022-149 (Hosmer)

A general ordinance amending the Springfield City Code, Chapter 2, Article III, Division 1, Section 2-91, known as the Merit System Rules and Regulation (“Merit Rules”), by amending portions of the Merit Rules for multiple purposes, including but not limited to the following: amendments to further the City’s diversity and inclusivity goals, to clarify certain provisions within the Merit Rules and assure internal consistency as well as consistency with the City’s Code and Charter, to update the City’s policy regarding hiring of relatives of employees, to correct a previous scrivener’s error, and to amend the Merit Rules on vacation and sick leave.

Council Bill 2022-150 (Ollis)

A special ordinance approving the Fourth Amendment to the July 1, 2021, Collective Bargaining Agreement between the City and the Springfield Police Officers Association, Fraternal Order of Police Lodge 22 (“SPOA”), the Exclusive Representative of a certain Bargaining Unit within the Springfield Police Department, representing changes requested by the SPOA regarding payroll deductions; and authorizing the City Manager, or his designee, on behalf of the City, to execute and deliver the Fourth Amendment to the Collective Bargaining Agreement to the Exclusive Representative.

A special ordinance approving the Annual Maintenance Contract for Traffic Signals for Fiscal Year 2022-2023; accepting the bid of Ewing Signal Construction, LLC, in the amount of $209,988.50; and authorizing the City Manager to enter into a contract with such bidder for the purpose of maintaining the City’s traffic signal infrastructure.

Council Bill 2022-152 (Hosmer)

A special ordinance adopting the HOME-American Rescue Plan Allocation Plan to utilize the HOME-American Rescue Plan grant of $3,805,703; amending the Fiscal Year 2021 Annual Action Plan to incorporate the HOME-American Rescue Plan Allocation Plan; and authorizing the City Manager, or his designee, to enter into any necessary agreements and exercise any necessary power to select and implement projects for funding pursuant to the HOME-American Rescue Plan Allocation Plan after the United States Department of Housing and Urban Development approves the plan.

Council Bill 2022-162 (McGull)

A special ordinance authorizing the City Manager, or his designee, to apply to the United States Department of Housing and Urban Development for Federal Fiscal Year 2022 Community Development Block Grant and HOME Investment Partnership Program funds under the Consolidated Plan, to accept Community Development Block Grant and HOME Investment Partnership Program funds, to enter into any necessary agreements to carry out the grants, and to exercise any and all powers necessary to implement selected projects; selecting projects for funding for the City of Springfield Fiscal Year 2022-2023; reaffirming the City Council Objectives and Community Development Priorities; and declaring that this Ordinance qualifies as a one-reading bill pursuant to City Charter Section 2.16(25). (City Council is not expected to vote on this Ordinance after the first reading on June 27, 2022.)

A special ordinance approving the plans and specifications for Phase 4 and Phase 5 of the Republic Road and Campbell Avenue Intersection Improvements project; accepting the bid of Capital Paving & Construction, LLC, in the amount of $5,364,467.30 for said project; authorizing the City Manager, or his designee, to enter into a contract with such bidder; and amending the Fiscal Year 2022-2023 budget for the Department of Public Works in the amount of $470,000.00 to appropriate additional Surface Transportation Block Grant funds for said project.

A special ordinance authorizing the City Manager, or his designee, to accept a James River Basin Partnership 319 Grant in the amount of $35,000, from the Environmental Protection Agency through the Missouri Department of Natural Resources, to support construction of the Art Museum North Parking Improvements Project at the Springfield Art Museum; and amending the budget of the Springfield Art Museum for Fiscal Year 2021-2022 in the amount of $35,000.
