A general ordinance amending the Springfield City Code, Chapter 2, Article III, Division 1, Section 2-91, known as the Merit System Rules and Regulation (“Merit Rules”), by amending portions of the Merit Rules for multiple purposes, including but not limited to the following: amendments to further the City’s diversity and inclusivity goals, to clarify certain provisions within the Merit Rules and assure internal consistency as well as consistency with the City’s Code and Charter, to update the City’s policy regarding hiring of relatives of employees, to correct a previous scrivener’s error, and to amend the Merit Rules on vacation and sick leave.

A special ordinance approving the Fourth Amendment to the July 1, 2021, Collective Bargaining Agreement between the City and the Springfield Police Officers Association, Fraternal Order of Police Lodge 22 (“SPOA”), the Exclusive Representative of a certain Bargaining Unit within the Springfield Police Department, representing changes requested by the SPOA regarding payroll deductions; and authorizing the City Manager, or his designee, on behalf of the City, to execute and deliver the Fourth Amendment to the Collective Bargaining Agreement to the Exclusive Representative.

A special ordinance approving the Annual Maintenance Contract for Traffic Signals for Fiscal Year 2022-2023; accepting the bid of Ewing Signal Construction, LLC, in the amount of $209,988.50; and authorizing the City Manager to enter into a contract with such bidder for the purpose of maintaining the City’s traffic signal infrastructure.
