COUNCIL BILL 2014-134.     (Stephens)A resolution recognizing the following organizations for completing the 50/50 Plus Challenge to become “Springfield LifeSave Plus” organizations:  The Bodysmith, City Utilities of Springfield, DermaHealth, Paul Mueller Company, Rick’s Automotive, Title Boxing Club, and Bass Pro Shops.
  6. CITY MANAGER REPORT AND RESPONSES TO QUESTIONS RAISED AT THE JUNE 9, 2014 MEETING.

  8. COUNCIL BILL 2014-115.     (Compton)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Subsection 1-1331, Agricultural Uses, to allow beekeeping as an accessory use in any district under certain conditions.  (Both Planning and Zoning Commission and staff recommend approval.) 
  9. COUNCIL BILL 2014-116.     (Burlison)A general ordinance amending the Springfield City Code, Chapter 18, Animals, Article I, In General, and Chapter 74, Nuisance and Housing Code, Article VII, Nuisances, providing for standards for the keeping of bee colonies and hives, and providing for them to be declared a nuisance under certain circumstances. 
  10. COUNCIL BILL 2014-122.     (Hosmer) 
     A special ordinance approving the plans and specifications for the Clean Water Operations Facility; accepting the bid of Branco Enterprises, Inc. for that project; and amending the budget of the Department of Environmental Services, for the Fiscal Year 2013-2014, in the amount of $1,396,583 from the reserves of the Clean Water Fund for partial funding of the project.
  11. COUNCIL BILL 2014-123.     (Fisk) 
     A special ordinance authorizing the City Manager, or his designee, to enter into an agreement with the Springfield Convention and Visitors Bureau, Inc. (SCVB), that includes the SCVB’s Fiscal Year 2014-2015 budget and marketing plan to promote tourism and conventions in the City.
  12. COUNCIL BILL 2014-124.     (Carroll) 
     A special ordinance authorizing the City Manager, or his designee, to enter into an agreement with the Greater Springfield Area Sports Commission, Inc. (Sports Commission), whereby the City will provide the Sports Commission with a share of the City’s collection fees from the hotel/motel gross receipts tax to fund the Sports Commission’s efforts to bring regional and national sporting events to the City.
  13. COUNCIL BILL 2014-125.     (Stephens)A general ordinance amending Chapter 2, Section 2-92 of the Springfield City Code, known as the Salary Ordinance relating to salary grades for various job titles within the City service as contained in the Professional, Administrative and Technical (PAT) pay schedule, by making provision for five new job titles and deleting three existing job titles; by providing pay adjustments for employees on the CTL, DHS, PAT and FPS pay schedules; by making pay adjustments for employees in salary grades 11-16 LES pay schedule as contained herein; and declaring an emergency.

COUNCIL BILL 2014-135.     (Rushefsky)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 0.218 acres of property, generally located at 900 North National Avenue, from an LB, Limited Business District, to a GR, General Retail District, and establishing Conditional Overlay District No. 73.  (Planning and Zoning Commission and staff recommend approval.)  (By:  Chris Velez; 900 North National Avenue; Z-10-2014 & Conditional Overlay District No. 73.)
  22. COUNCIL BILL 2014-136.     (Compton)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 4.9 acres of property, generally located at 2420 and 2446 West Grand Avenue, from a GM, General Manufacturing District, and a R-LD, Low-Density Multi-Family Residential District with Conditional Overlay District No. 38, to an R-LD, Low-Density Multi-Family Residential District, and establishing Conditional Overlay District No. 72.  (Planning and Zoning Commission and staff recommend approval.)  (By:  Burrell Behavioral Health, Inc. and 417 Rental, LLC; 2420 and 2446 West Grand Ave.; Z-09-2014 & Conditional Overlay District No. 72.)

COUNCIL BILL 2014-137.     (Fishel)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 1.2 acres of property, generally located on the west side of the 3200 to 3300 blocks of South Campbell Avenue, from a Planned Development District No. 14, 4th Amendment, to an HC, Highway Commercial District, upon certain conditions being met.  (Planning and Zoning Commission and staff recommend approval.)  (By:  Wal-Mart Stores, Inc. 8721; West side of the 3200-3300 blocks S.   24. COUNCIL BILL 2014-138.     (Hosmer)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Subsection 6-1209.B., Perimeter Landscaping, in the Springfield Zoning Ordinance to exclude perimeter landscaping requirements along public alleys.  (Planning and Zoning Commission and staff recommend approval.)

  34. COUNCIL BILL 2014-139.     (Compton)A special ordinance authorizing City Manager, or his designee, to enter into a License Agreement with the School District of Springfield R-12 (SPS) to allow drainage improvements associated with the new Sherwood School to extend onto City property.
  35. COUNCIL BILL 2014-140.     (Burlison, Fisk, Hosmer, and Seifried)A general ordinance amending Chapter 2, Administration, Article VI, Finance, Division 4, Policemen’s and Firemen’s Pension Plan, Section 2-444(c), Board of Trustees established; membership; election of members, and establishing effective dates for said amendments.  (Plans and Policies Committee recommend approval.)

  37. COUNCIL BILL 2014-141.     (Carroll)A resolution approving the specifications for the Annual Maintenance Contract for Traffic Signals for the Fiscal Year 2014-2015 and accepting the bid of Communication Systems, Inc., for that contract.
  38. COUNCIL BILL 2014-142.     (Fishel)A resolution approving the plans and specifications for the Barton & Lacuna Street Bridge Improvements project and accepting the bid of Hartman & Company, Inc., for that project.
  39. COUNCIL BILL 2014-143.     (Rushefsky)A resolution approving the reappointment of Gregg Groves, Mary Lilly Smith, and Collin Quigley to the Board of Directors of the Convention and Entertainment Community Improvement District (CID).  (Staff recommends approval.)

  42. COUNCIL BILL 2014-126.     (Seifried)A special ordinance authorizing the City Manager, or his designee, to enter into contracts for the purchase of real estate at 1049 W. Poplar Street as part of the long-term plan approved by the Planning and Zoning Commission for the Municipal Service Center.
  43. COUNCIL BILL 2014-127.     (Compton)A special ordinance authorizing the City Manager, or his designee, to accept a donation of $12,485.28 from Crowdit for use by the City to construct the Red’s Giant Hamburg sign in the Birthplace of Route 66 Roadside Park; and amending the budget of the Department of Planning and Development, for the Fiscal Year 2013-2014, in the amount of $12,485.28 to appropriate that donation.
  44. Confirm the following appointment to the Springfield/Greene County Library Board:  Mathew Simpson with term to expire July 1, 2017.
