6.1. Council Bill 2024-095 (Hosmer)
A special ordinance setting a preliminary tax levy on real and personal property for
current expenses and debt retirement of the City of Springfield, Missouri, and its boards
and agencies, for the Fiscal Year beginning July 1, 2024, and ending June 30, 2025;
and declaring an emergency pursuant to Section 2.12(5) of the City Charter.
6.2. Council Bill 2024-096 (Hosmer)
A special ordinance adopting a budget for the City of Springfield, Missouri, for the Fiscal
Year beginning July 1, 2024, and ending June 30, 2025; providing that certain amounts shown in the budget document are appropriated for the various departments specified
in said budget; and declaring an emergency pursuant to Section 2.12(3) of the City
Charter
6.3. Council Bill 2024-097 (Carroll)
A special ordinance authorizing and directing the issuance, sale, and delivery by the
City of Springfield, Missouri, of Special Obligation Improvement Bonds, in one or more
series in an aggregate principal amount not to exceed $26,000,000 for the purpose of
providing funds to pay costs related to Phase I improvements to the Art Museum,
improvements to historic City Hall, the City’s workforce development operations building
and refurbishment of the Jefferson Avenue Footbridge; amending the Fiscal Year 2024
budget of the City in the amount of $26,000,000 and amending the Fiscal Year 2025
budget of the City in the amount of $2,703,000; authorizing and approving certain
documents in connection with the issuance of the Bonds; authorizing certain other
documents and actions in connection therewith; and declaring an emergency pursuant
to Section 2.12(3) of the City Charter.
6.4. Council Bill 2024-098 (Lee)
A special ordinance amending the Fiscal Year 2023-2024 budget by reallocating
carryover funds in the amount of $4,400,000, appropriated in Ordinance 27967 for
Historic City Hall renovations, to the Workforce Development building acquisition and
renovation project.

7.1. Council Bill 2024-099 (Simpson)
A resolution granting a Short-Term Rental Type 2 permit for the property generally
located at 2960 East Huron, for the purpose of allowing the establishment of a Short-
Term Rental Type 2 pursuant to Section 36-473 of the Land Development Code.

10.1. Council Bill 2024-100 (Hardinger)
A special ordinance authorizing the City Manager, or designee, to enter into a Surface
Transportation Block Grant Program Agreement with the Missouri Highways and
Transportation Commission for the purpose of appropriating federal funds to partially
reimburse the base salaries of up to seven City employees who work at the
Transportation Management Center; and declaring that this Ordinance qualifies for
approval in one reading pursuant to City Charter Section 2.16(25).

13.1. Council Bill 2024-101 (Hosmer)
A special ordinance authorizing the City Manager, or designee, to enter into an
agreement with the Springfield Convention and Visitors Bureau, Inc., in an amount to
equal forty-seven percent (47%) of the City’s proceeds from the hotel/motel gross
receipts tax for the purpose of promoting travel and tourism within the City of
Springfield.
13.2. Council Bill 2024-102 (Carroll)
A special ordinance authorizing the City Manager, or designee, to enter into an
agreement with the Greater Springfield Area Sports Commission, Inc., in an amount to
equal four and one-half percent (4.5%) of the City’s proceeds from the hotel/motel
gross receipts tax to promote the attraction of sporting events to the community.
13.3. Council Bill 2024-103 (Lee)
A special ordinance authorizing the City Manager, or designee, to enter into an
agreement with the Springfield Regional Arts Council, Inc., in an amount to equal four
and one-half percent (4.5%) of the City’s proceeds from the hotel/motel gross receipts
tax to support the arts and cultural tourism in the community.
13.4. Council Bill 2024-104 (Lee)
A special ordinance authorizing the City Manager, or designee, to enter into an
Intergovernmental Agreement with the Board of Governors of Missouri State University
for the purpose of continuing to provide enhanced law enforcement services within and
around the Missouri State University campus.
13.5. Council Bill 2024-105 (Hardinger)
A special ordinance amending the budget for Fiscal Year 2023-2024 for the Department
of Environmental Services in the amount of $3,400,000 to appropriate retained earnings
from the Clean Water Fund for the construction of the Glenwood Regional Detention &
Chestnut Phase II capital improvement project.
13.6. Council Bill 2024-106 (Horton, McGull)
A special ordinance approving the plans and specifications for Division Street and
National Avenue Intersection Improvements; accepting the bid of Hartman & Company,
Inc. for construction of the Division Street and National Avenue Intersection
Improvements Project; and authorizing the City Manager, or designee, to enter into a
contract with such bidder for the not to exceed price of $2,629,522.50.
13.7. Council Bill 2024-107 (Horton)
A special ordinance approving the plans and specifications for Jefferson Avenue
Footbridge Rehabilitation Improvements; accepting the bid of Branco Enterprises, Inc.
for construction of the Jefferson Avenue Footbridge Rehabilitation Project; and authorizing the City Manager, or designee, to enter into a contract with such bidder for
the not to exceed price of $10,831,689.
13.8. Council Bill 2024-115 (Hardinger)
A general ordinance amending the Springfield City Code, Chapter 2, ‘Administration,’
Sections 2-3, 2-331, 2-332, 2-360, 2-361, and 2-362, to combine the Department of
Economic Vitality with the Department of Workforce Development and creating the
Department of Economic Vitality and Workforce Development.
13.9. Council Bill 2024-108 (Lee)
A special ordinance approving a collective bargaining agreement by and between the
City of Springfield, Missouri, and the International Association of Fire Fighters, Southern
Missouri Professional Fire Fighters Local 152, the Exclusive Representative of a certain
bargaining unit within the Fire Department; authorizing the City Manager, or designee,
to execute said agreement by and on behalf of the City of Springfield, Missouri, and
providing additional authority.
13.10. Council Bill 2024-109 (Hosmer)
A special ordinance approving the Second Amendment to the July 1, 2022, collective
bargaining agreement between the City of Springfield, Missouri, and the International
Brotherhood of Electrical Workers AFL-CIO Union Number 753, the exclusive
representative of a certain bargaining unit within the Crafts, Trades, and Labor
employee group, representing changes resulting from wage reopener negotiations;
authorizing the City Manager, or designee, to execute said agreement by and on behalf
of the City of Springfield, Missouri, and providing additional authority.
13.11. Council Bill 2024-110 (Hardinger)
A special ordinance approving a collective bargaining agreement by and between the
City of Springfield, Missouri, and the International Brotherhood of Electrical Workers
AFL-CIO Union Number 753, the Exclusive Representative of a certain Bargaining Unit
within the Professional, Administrative, and Technical Employee group; authorizing the
City Manager, or designee, to execute said agreement by and on behalf of the City of
Springfield, Missouri, and providing additional authority.
13.12. Council Bill 2024-112 (Lee)
A general ordinance amending the Springfield City Code, Section 2-92. “Salary
Ordinance,” by amending various job titles within the City service to add or delete
various job titles; by providing pay adjustments for non-bargaining unit employees on
the following salary schedules: Professional, Administrative, and Technical (Non-Union
and Unclassified), Crafts, Trades and Labor Non-Union, Fire Protection Schedule Non-
Union (80 and 112 Hour), and Law Enforcement Schedule Non-Union; and by
incorporating pay improvements impacting bargaining unit members that were
negotiated and tentatively agreed to.
13.13. Council Bill 2024-113 (Carroll)
A general ordinance amending the Springfield City Code, Section 2-91. “Merit System
Rules and Regulations,” by amending Merit Rules 20.1, 21.1, 21.11, 24.2, and 25.1.
13.14. Council Bill 2024-114 (Simpson)
A general ordinance amending the Springfield City Code, Chapter 2, “Administration,”
Article VI, “Finances,” Division 4, “Police Officers’ and Fire Fighters’ Retirement
System,” Section 2-484 “In Service Distributions After Retirement and Rehire” to
authorize pension payments to certain retirees who are rehired by the City.

A special ordinance authorizing the City Manager, or designee, to enter into a Municipal
Agreement with the Missouri Highways and Transportation Commission to define
construction and maintenance responsibilities associated with Route Loop 44 and
Business 65 improvements.
18.2. Council Bill 2024-117 (Carroll)
A special ordinance authorizing the City Manager, or designee, to enter into a Municipal
Agreement with the Missouri Highways and Transportation Commission to define
construction and maintenance responsibilities associated with the Route EE, Loop 44,
US 160, OR 65 and Route YY improvements to pedestrian facilities.

19.1. Council Bill 2024-118 (Carroll)
A special ordinance authorizing the City Manager, or designee, to accept additional
Child Care Health Consultation grant funds from the Federal Department of Health and
Human Services, through the Missouri Department of Elementary and Secondary
Education, in the amount of $19,950, for use by the Springfield-Greene County Health
Department to implement health promotion activities to benefit children; to enter into
necessary agreements to carry out the terms of the grant; amending the Fiscal Year 2023-2024 budget in the amount of $19,950 to appropriate the additional grant funds;
and declaring this Ordinance qualifies for approval in one reading pursuant to City
Charter Section 2.16(25).
