COUNCIL BILL 2014-003.     (Seifried)A special ordinance approving the appropriation and budget adjustment of $105,000, for the purpose of accepting funding from partner agencies, and conducting environmental investigation in the vicinity of Former Manufactured Gas Plant operations in the vicinity of Main Avenue and the Jordan Valley West Meadows area.  (Staff recommends approval.)
  11. COUNCIL BILL 2014-004.     (Fisk)A special ordinance authorizing the City Manager, or his designee, to enter into a Memorandum of Understanding with the Missouri National Guard (MONG) Counterdrug Task Force for the purpose of assisting the Springfield Police Department (SPD) with investigating the illegal sale and distribution of narcotics.

  13. COUNCIL BILL 2014-005.     (Stephens)A resolution adopting the Field Guide 2030 community strategic plan’s major goals.
  14. COUNCIL BILL 2014-006.     (Stephens)A resolution recognizing and thanking the citizens and staff responsible for creating the Field Guide 2030 community strategic plan.
  15. COUNCIL BILL 2014-007.     (Hosmer)A resolution directing the City Manager, or his designee, to study and report to Council in two years on the impact of amendments to the Springfield Zoning Ordinance relating to parking requirements in the University Combining District and for micro-efficiency, multi-family dwelling units.  (Community Involvement Committee and Planning Staff recommend approval.)

COUNCIL BILL 2014-008.     (Carroll)A special ordinance authorizing the City Manager, or his designee, to accept Missouri Work Assistance (MWA) Program Year 2012-2013 Earned Incentive Funds from the Missouri Department of Social Services, Family Support Division (DSS), in the amount of $15,295.98; and amending the budget of the Department of Workforce Development, for Fiscal Year 2013-2014, in the amount of $15,295.98 to appropriate the grant funds.

COUNCIL BILL 2013-251.     (Rushefsky)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Section 2-1100, Definitions, and Section 5-1500, Off-Street Parking Requirements, to add definitions and modify the off-street parking requirements for micro-efficiency multi-family dwelling units. (Both Planning and Zoning Commission and staff recommend approval.)
  23. COUNCIL BILL 2013-252.     (Carroll)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance,  Section 4-2200, University Combining District, to reduce off-street parking requirements. (Both Planning and Zoning Commission and staff recommend approval.)
  24. COUNCIL BILL 2013-320.     (Burlison, Fisk, Hosmer, and Seifreid)A general ordinance amending the Springfield City Code, Chapter 78, Offenses and Miscellaneous Provisions, Article I, In General, by adopting a new subsection prohibiting panhandling within twenty feet of the entrance to any business.
  25. COUNCIL BILL 2013-321.     (Hosmer)
    A general ordinance amending Springfield City Code, Chapter 58, Health and Sanitation, by adding Article XI, Tobacco Free Zone, to create a tobacco-free zone in Park Central Square with exceptions.
  26. COUNCIL BILL 2013-322.     (Burlison, Fisk, Hosmer, and Seifried)A general ordinance amending the Springfield City Code, Chapter 82, Parks and Recreation, Article II, Park Central Square, Division 1, Generally, by adopting a new section prohibiting the use of skateboards upon the sidewalks or any other structures within the Downtown Mall.
  27. COUNCIL BILL 2013-323.     (Burlison, Fisk, Hosmer, and Seifreid)A general ordinance amending the Springfield City Code, Chapter 58, Health and Sanitation, Article II Food and Food Establishments, Division 2, Restaurants, by adopting a new section prohibiting the distribution of food without a permit in the COM-1, Commercial Street District, COM-2, Commercial Street District and CC, Center City District.

  37. COUNCIL BILL 2014-010.     (Compton)A special ordinance approving the Final Development Plan of Planned Development District No. 329, generally located at 2206, 2208, 2210, 2212, and 2214 West Chesterfield Boulevard.  (Planning and Zoning Commission and staff recommend approval.)
  38. COUNCIL BILL 2014-011.     (Fishel)A special ordinance approving the Final Development Plan of Planned Development District No. 95, 2nd Amendment, generally located at the 200 block of East El Camino Street.  (Planning and Zoning Commission and staff recommend approval.)

COUNCIL BILL 2014-012.     (Fishel)A special ordinance authorizing the Director of Planning and Development to accept the dedication of the public streets and easements as shown on the Preliminary Plat of Galloway Plaza, generally located at 3938 South Lone Pine Avenue, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance.  (Planning and Zoning Commission and Staff recommend that City Council accept the public streets and easements.)

COUNCIL BILL 2014-013.     (Fisk)A special ordinance authorizing the City Manager, or his designee, to accept an Arts and Culture grant of up to $1,458 from the Springfield Regional Arts Council (SRAC) to support the Sculpture Walk program; and amending the budget of the Department of Public Works, for Fiscal Year 2013-2014, in the amount of $1,458 to appropriate the grant funds.
  41. COUNCIL BILL 2014-014.     (Burlison)A special ordinance amending the budget of the Springfield-Greene County 911 Emergency Communications Department (911 ECD), for the Fiscal Year 2013-2014, in the amount of $168,315.22, to appropriate County-wide 911 Sales Taxes for the consolidation of 911 emergency communication services between the City of Springfield and the City of Republic.

COUNCIL BILL 2013-317.     (Burlison, Fisk, Hosmer, and Seifried)A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Sections 4-1000 through 4-2000 and 4-3000 through 4-4400, Division IV, District Regulations, and adding a new Section 5-3100, Sidewalks/ Pedestrian Walkways; and amending Springfield Land Development Code, Article II, Subdivision Regulations, Sections 303, 403, and 410 to address sidewalk, traffic studies, floor area ratio and building coverage, and right-of-way dedication requirements.  (The Plans and Policies Committee, the Planning and Zoning Commission, and staff recommend approval.)

COUNCIL BILL 2013-318.     (Rushefsky)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 5.32 acres of land, generally located at 3302 East Catalpa Street, from an R-SF, Single-Family Residential District, to an R-LD, Low-Density Multi-Family Residential District, and establishing Conditional Overlay District Number 62.  (Planning and Zoning Commission and staff recommend approval.)  (By:  CSN Properties, LLC; 3302 East Catalpa Street; Z-17-2013 and Conditional Overlay District No. 62.)
  47. COUNCIL BILL 2013-319.     (Carroll)A special ordinance authorizing the City Manager, or his designee, to accept the donation of a 1948 Chevrolet Business Coupe from Mr. Rudy Johnson for use by the City to promote Springfield, Missouri, as the birthplace of Route 66 and at times to be displayed at the Birthplace of Route 66 Roadside Park.
  48. COUNCIL BILL 2013-325.     (Seifried)
    A special ordinance authorizing the City Manager, or his designee, to enter into a Cost Share Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of coordinating participation in the cost of pavement repairs and rehabilitation of various sections of Route 13 (Kansas Expressway), from Interstate 44 to Mount Vernon Street, designated as MHTC Project 8P3042; and amending the budget of the Department of Public Works for the Fiscal Year 2013-2014, in the amount of $799,517, to appropriate Surface Transportation Program (STP)-Urban federal grant funds for this project.
  49. COUNCIL BILL 2013-326.     (Fisk)A special ordinance authorizing the City Manager, or his designee, to apply for and accept a grant of up to $52,250 from Drury University/Partnership for Sustainability (P4S) for an early vehicle replacement of an existing work truck for a new, natural-gas fueled dump truck; and amending the budget of the Department of Public Works, for the Fiscal Year 2013-2014, in the amount of $52,250.
  50. COUNCIL BILL 2013-327.     (Hosmer)
    A special ordinance amending the City Manager, or his designee, to enter into a separate Cooperative Agreement with Greene County, City Utilities, the City of Republic, and the City of Ozark, for the cooperative purchase of oblique imagery and aerial photography services from Pictometry International Corporation, to be used with each agency’s Geographic Information System, and amending the budget for the Department of Public Works, for the Fiscal Year 2013-2014, in the amount of $147,318.05.
  51. COUNCIL BILL 2013-328.     (Rushefsky)
    A special ordinance authorizing the City Manager, or his designee, to enter into a Cost Apportionment Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of coordinating participation in the cost of constructing Americans with Disabilities Act (ADA) and pedestrian accommodations on Route D (Sunshine Street) from Business Route 65 (Glenstone Avenue) to Blackman Road and on Glenstone Avenue from Walnut Street to Battlefield Road, designated as MHTC Job No. J8S3024.
  52. COUNCIL BILL 2013-329.     (Compton)A special ordinance authorizing the City Manager, or his designee, to enter into a SurfaceTransportation Program (STP)-Urban Program Agreement with the Missouri Highways and Transportation Commission (MHTC) to authorize the use of federal STP funds for bridge widening improvements to the West Republic Road bridge over Route 60 (James River Freeway), east of Route 13 (Kansas Expressway), designated as Project ACNHPP-S600(40); and amending the budget of the Public Works Department for Fiscal Year 2013-2014 in the amount of $2,584,800 to appropriate the federal STP funds.
  53. COUNCIL BILL 2013-330.     (Fishel)
    A special ordinance authorizing the City Manager, or his designee, on behalf of the City of Springfield, to enter into an intergovernmental agreement with the City of Republic, Missouri, for the purpose of providing fire protection automatic mutual aid and assistance.
  54. Confirm the following appointment to the Mayor’s Commission for Children:  Dr. Kayce Morton with term to expire November 29, 2016.
  55. Confirm the following appointment to the Landmarks Board:  Gary Bishop with term to expire November 1, 2016.
