306, ‘Official zoning map and rules for interpretation,’ by rezoning approximately 38.5
acres of property generally located at 2730 East Farm Road 188 from Planned
Development No. 288 to R-SF, Residential Single Family; and adopting an updated

A general ordinance amending the Springfield Land Development Code, Section 36-

A general ordinance amending the Springfield Land Development Code, Section 36-

HC, Highway Commercial District with Conditional Overlay District No. 226 to HM,
Heavy Manufacturing District with Conditional Overlay District No. 250; and adopting an

6.5. Council Bill 2024-062 (Horton)
A general ordinance amending Chapter 36 of the Springfield City Code, known as the
‘Land Development Code,’ Article III, ‘Zoning Regulations,’ Division 5, ‘Supplemental
District Regulations,” Section 36-459, ‘Special regulations for retail liquor sales,’ for the
purpose of requiring additional notices and protest eligibility.
6.6. Amended Council Bill 2024-063 (McGull)
A special ordinance approving the Final Development Plan of Planned Development
District No. 303, generally located at 1735 East Valley Water Mill Road. (By: Triple S
Properties Inc.; 1735 E Valley Water Mill Road; Final Development Plan – Planned

6.7. Council Bill 2024-064 (Hardinger)
A special ordinance authorizing the payment of a one-time, $2,000 retention incentive
payment for eligible employees in the positions of 911 Telecommunicator, 911
Telecommunicator Lead, and 911 Shift Supervisor.
6.8. Council Bill 2024-065 (Lee)
A special ordinance authorizing the City of Springfield, Missouri, to enter into a Funding,
Licensing, and Services Agreement with Ozark Greenways, Inc., a Missouri Nonprofit
Corporation, for the purpose of funding the Multi-Trail Gap Planning and Design Project
for the not to exceed price of One Hundred Eighty Two Thousand and 00/100 Dollars
($182,000.00); authorizing the City Manager or designee to execute the same by and on behalf of the City of Springfield; and amending the FY2023-2024 Adopted Budget by
appropriating carryover funds from the FY2022-2023 Adopted Budget and increasing
expenses in the amount of One Hundred Eighty Two Thousand and 00/100 Dollars
($182,000.00).

A resolution granting a Short-Term Rental Type 2 permit for the property generally
located at 3059 North National Avenue, for the purpose of allowing the establishment of
a Short-Term Rental Type 2 pursuant to Section 36-473 of the Land Development
Code.
7.2. Council Bill 2024-070 (Simpson)
A resolution granting a Short-Term Rental Type 2 permit for the property generally
located at 826 East Stanford Street, for the purpose of allowing the establishment of a
Short-Term Rental Type 2 pursuant to Section 36-473 of the Land Development Code.
7.3. Council Bill 2024-071 (Simpson)
A resolution granting a Short-Term Rental Type 2 permit for the property generally
located at 535 East LaSalle Street, for the purpose of allowing the establishment of a
Short-Term Rental Type 2 pursuant to Section 36-473 of the Land Development Code.
7.4. Council Bill 2024-072 (McClure)
A resolution declaring the results of the Special Municipal Election held on April 2,
2024, under the Home Rule Charter of the City of Springfield, Missouri, on the
questions of whether to amend City Charter Section 19.16 and to amend City Charter
Sections 2.1(1) and 2.6.

10.1. Council Bill 2024-073 (Horton)
A special ordinance authorizing the City Manager, or designee, to accept a Natural
Resource Damage Assessment and Restoration Grant from the Missouri Department of
Natural Resources to fund the Renew Jordan Creek – Main Avenue to Boonville
Avenue project; authorizing the City Manager to execute an agreement with the
Missouri Department of Natural Resources; as a condition of amending the budget of
the Department of Public Works for Fiscal Year 2023-2024 in the amount of $400,000;
and declaring this Ordinance may be passed in one reading pursuant to Sec. 2.16(25)
of the City Charter.
10.2. Council Bill 2024-074 (Carroll)
A special ordinance authorizing the City Manager, or designee, to accept a grant from
the State of Missouri, Department of Public Safety, in the amount of $797,798 to
expand the Mental Health Co-Responder Program; amending the budget for the Police
Department for the Fiscal Year 2023-2024 in the amount of $797,798; and declaring
this Ordinance may be passed in one reading pursuant to Sec.2.16(25) of the City
Charter.

13.1. Council Bill 2024-075 (Horton)
A special ordinance to establish and define the boundaries and adopt the plat, plans,
specifications, and sealed estimate of construction costs for Sanitary Sewer District No.
111 of Section No. 5 of the main sanitary sewers of the City of Springfield, Missouri,
located in the general vicinity of Talmage and Broadway Street; authorizing the City
Manager or designee to advertise for bids for the construction of said sewers; providing
for how the cost thereof shall be paid; declaring the necessity of acquiring for public use
certain interests in land; authorizing the City Manager or designee to conduct good faith
negotiations for the purpose of acquiring said necessary interests in land; and
authorizing the City Attorney or designee to institute condemnation proceedings if said
necessary interests in land cannot be acquired by purchase through good faith
negotiations.
13.2. Council Bill 2024-076 (Hosmer)
A general ordinance amending the Springfield City Code, Chapter 2, ‘Administration,’
Article VI, ‘Finances,’ Division 2, ‘Purchasing,’ Section 2-401, ‘Purchasing Manual
adopted,’ by revising Section 13-3.104(5)(C) for the purpose of allowing a “Construction
Manager at Risk” to advertise and receive bids.
13.3. Council Bill 2024-077 (Horton)
A special ordinance authorizing the City Manager, or designee, to grant a perpetual
conservation easement to the Missouri Department of Natural Resources (“MDNR”) to
protect a portion of City-owned property for the Renew Jordan Creek – Main Avenue to
Boonville Avenue project.
13.4. Council Bill 2024-078 (Hardinger)
A special ordinance amending the Fiscal Year 2023-2024 budget of the Springfield-
Greene County Health Department in the amount of $90,800 to re-establish a jail
diversion program in partnership with the Springfield Municipal Court.
