A special ordinance authorizing the City Manager, or his designee, to make application to the U.S. Department of Housing and Urban Development (HUD) for the Federal Fiscal Year 2015 Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds under the Consolidated Plan; to exercise any and all powers necessary to obtain such funding and implement selected projects; and to select projects for funding for the City of Springfield Fiscal Year 2015-2016. A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 24 acres of property, generally located north of Chase Street, west of Washington Street, south of Atlantic Street and east of Broadway Avenue, from an R-SF, Single-Family Residential District and R-TH, Residential Townhouse District to R-SF, Single-Family Residential District and R-TH, Residential Townhouse District with a Live/Work Overlay District No. 1. A general ordinance amending the Springfield Land Development Code, Article I, Zoning Ordinance, Section 1-1323, Travel Trailer, Camper, Recreational Vehicle, and Other Trailer Parking, and Section 4-1500, R-MHC, Manufactured Home Community District, of the Zoning Ordinance to allow recreational vehicle (RV) parks in the R-MHC District. A general ordinance amending the Fee Schedule for certain municipal services as provided in the Springfield City Code by adopting new fees for Revised Statutes of Missouri (RSMo) Chapter 353 and Chapter 99 applications, in order to recover all of the cost thereof.

A special ordinance declaring that the University Plaza Exhibition Hall and Trade Center Redevelopment Area is free of blight and that the Redevelopment Plan for said Area be terminated. Council Bill 2015-073. (Compton)

A special ordinance declaring a portion of the former Southwest Missouri State College Urban Renewal Area generally bounded by East Cherry Street to the north, East Grand Street to the south, South National Avenue to the east, and South Holland Avenue to the west, has been revitalized and is no longer a blighted area.  (The Land Clearance for Redevelopment Authority and City Staff recommend approval.)

Council Bill 2015-074. (Rushefsky)

A general ordinance amending the Springfield City Code, Chapter 54, Fire Prevention and Protection, Article II, Fire Prevention Code, Section 54-32, by amending Chapter 31 of the International Fire Code to add Sections 3103.2.1, 3103.2.2, 3103.9, and 3103.13 and establishing an effective date.

A special ordinance authorizing the City Manager, or his designee, to enter into an Airport Aid Agreement with the Missouri Highways and Transportation Commission (MHTC), by and through the Springfield-Branson National Airport Board (Airport Board), accepting grant funds in the amount of $375,000 for air service marketing and promotion of the Springfield-Branson National Airport and amending the budget of the Airport Board in the amount of $416,667.

A special ordinance to establish and define the boundaries and adopt the plat, plans, specifications, and sealed estimate of construction costs, and authorize acquisition of necessary right(s)-of-way, by purchase or condemnation thereof, for Sanitary Sewer District No. 17 of Section No. 26 of the main sewers of the City, located in the general vicinity of Kearney Street and Lurvey Road; further providing that all labor shall be paid the prevailing wages; and directing the City Manager, or his designee, to advertise for bids for the construction of said sewers.

A special ordinance accepting the bid of University Plaza Hotel in the amount of $27,428 for conference meeting space and lodging room rates to host the 2016 Annual Conference of the Missouri Valley Division of the International Association of Fire Chiefs (IAFC); authorizing the City Manager, or his designee, to enter into an agreement for said space and rates; and establishing an effective date.

A general ordinance amending Chapter 2, Section 2‑92 of the Springfield City Code, known as the Salary Ordinance (Salary Ordinance), relating to the salary rate and pay grade for various job titles within the City of Springfield (City) Police Department (Police), as contained in the Professional, Administrative and Technical (PAT) salary schedules, by adding one new job title, Records Management System Coordinator (PAT-6); and by amending the Salary Ordinance relating to the salary rate and pay grade for one job title within the City’s Information Systems Department (IS), as contained in the PAT salary schedules, by reclassifying the job title of Helpdesk Manager (PAT 9), which will result in the addition of one new job title, Helpdesk Manager (PAT 11), and the deletion of one job title, Helpdesk Manager (PAT 9).
