COUNCIL BILL 2013-153. (Seifried)A general ordinance amending Springfield City Code, Chapter 1, Section 1‑9, City limits, by annexing approximately 8.5 acres of Greene County and MODOT right-of-way contiguous with the existing city limits, generally located between the 4200 and 4800 blocks of West Farm Road 130 (Maple Street) and the 400 and 600 blocks of North Broadview Place, and certain portions of Interstate 44, more fully described in this ordinance, generally referenced as Annexation A-2-13; and amending Springfield City Code, Chapter 46, Section 46-1, Boundaries of wards, precincts and council zones, by adding this property to the ward and precinct assigned by the County Clerk.

COUNCIL BILL 2013-154. (Hosmer)A special ordinance authorizing the City Manager, or his designee, to enter into guaranteed energy cost savings agreements with Johnson Controls, Inc., partnering with Burns and McDonnell, to develop both building and process energy efficiency measures at the Southwest Wastewater Treatment Plant (SWWTP).
  10. COUNCIL BILL 2013-155. (Burlison, Carroll, Fishel, Seifried, and Stephens)A special ordinance authorizing the City Manager, or his designee, to enter into an Addendum to the Amended and Restated Lease Agreement with the Agricultural and Mechanical Society of Springfield, Missouri (Fair Board) for the purpose of allowing the sale and serving of alcohol in limited locations during the annual Ozark Empire Fair.

  17. COUNCIL BILL 2013-113. (Carroll)A general ordinance approving the revised Emergency Conservation Water Service Rate.
  18. COUNCIL BILL 2013-114. SUBSTITUTE NO. 1. (Stephens)A general ordinance amending Chapter 110, Article IV, Division 2 of the Springfield City Code, Emergency Water Conservation Plan, by repealing Division 2 and adopting a revised Emergency Water Conservation Plan pertaining to and governing water service rendered by City Utilities; providing for the enforcement thereof; declaring that a violation of certain mandatory provisions of such Plan be subject to certain penalties; and establishing an effective date.
  19. COUNCIL BILL 2013-142. (Fisk)A special ordinance amending the budget for the Department of Public Works, in the amount of $25,500,000, to appropriate the estimated proceeds from the 1/4-Cent Capital Improvement Sales Tax approved by the citizens of Springfield on April 2, 2013, to be used to fund the 1/4-Cent Sales Tax Capital Improvement Program for 2013-2016.

  24. The Mayor recommends the following appointment to the Springfield-Greene County Public Library Board: Andrea McKinney with term to expire July 1, 2016.
  25. As per RSMo. 109.230 (4), City records that are on file in the City Clerk’s office and have met the retention schedule will be destroyed in compliance with the guidelines established by the Secretary of State’s office.

COUNCIL BILL 2013-156. (Rushefsky)A special ordinance authorizing the City Manager, or his designee, to execute a Preliminary Funding Agreement between the City and Kraft Foods Group, Inc., authorizing the execution of documents and the taking of actions consistent therewith, and amending the budget provided for the Department of Planning and Development for Fiscal Year 2013-2014, in the amount of $55,000.
  29. COUNCIL BILL 2013-157. (Compton)A special ordinance authorizing the City Manager, or his designee, to enter into an Intergovernmental Agreement with the member agencies of the Central Ozarks Regional DWI Task Force.
  30. COUNCIL BILL 2013-158. (Carroll)A special ordinance amending the rules and regulations of the Small Business Development Loan Program by changing the job creation requirement in the Microenterprise Loan Program to be consistent with US Department of Housing and Urban Development regulations. (Planning staff recommends approval.)
  31. COUNCIL BILL 2013-159. (Burlison)A general ordinance amending the Springfield City Code, Chapter 50, Article III, Section 50-53, Possession and ownership of External Defibrillators (AEDs) by deleting the annual registration fee for certain AED equipment required in Section 50-53(1).

  33. COUNCIL BILL 2013-160. (Fishel)A special ordinance authorizing the City Manager, or his designee, to accept and appropriate a Fire Prevention and Safety (FP&S) grant through the Federal Emergency Management Agency (FEMA) in the amount of $8,500 to purchase smoke alarms for the hearing impaired; amending the budget for Fiscal Year 2013-2014 of the Springfield Fire Department in the amount of $10,200; and declaring an emergency.
  34. COUNCIL BILL 2013-161. (Fisk)A resolution approving the plans, specifications, and bid of Builders Glass & Products, Inc., for the Historic City Hall Exterior Door Replacement Project.
  35. COUNCIL BILL 2013-162. (Stephens)A resolution establishing an updated policy of the City of Springfield, Missouri, to provide for full and complete compliance with Section 610.010 to 610.030 RSMo. commonly known as the “Sunshine Law,” relating to meetings, records, and votes of governmental bodies.

COUNCIL BILL 2013-141. (Compton)A general ordinance amending the Springfield Land Development Code, Section 1-1600, Zoning Maps, by rezoning approximately 27.86 acres of City-owned property, generally located at the northwest corner of Farm Roads 119 and 164 and portions of the 4000 to 4500 blocks of West James River Freeway, from a County R-1, Suburban Residence, R-3, Multi-Family Residence, and A-1, Agricultural Districts, to a HM, Heavy Manufacturing District. COUNCIL BILL 2013-146. (Seifried)A special ordinance authorizing the Director of Planning and Development to accept the dedication of the easements to the City as shown on the Preliminary Plat of L.E. Cox Condominiums 2nd Addition, generally located at 440 East Tampa Street, upon the applicant filing and recording a final plat that substantially conforms to the preliminary plat; and authorizing the City Clerk to sign the final plat upon compliance with the terms of this ordinance. (Planning and Zoning Commission and Staff recommend that City Council accept the easements.)
  42. COUNCIL BILL 2013-147. (Stephens)A special ordinance authorizing the City Manager, or his designee, to enter into License Agreements and Releases with the School District of Springfield, R-12 (SPS), Missouri State University (MSU) and the Watershed Committee of the Ozarks (WCO) for the purpose of constructing stormwater best management practices on SPS and MSU property to improve local water quality as part of the Springfield-Greene County Urban Watershed Stewardship Project (Big Urbie) Grant and amending the budget of the Department of Public Works for the Fiscal Year 2012-2013 in the amount of $30,000.

COUNCIL BILL 2013-148. (Hosmer)A special ordinance authorizing the City Manager, or his designee, to enter into an Intergovernmental Cooperative Agreement with Greene County, Missouri, (the “County”) for the purpose of coordinating participation between the City and the County in the Scenic Avenue Widening Project, Plan No. 2012PW0038T.
